Lesley Rosier-Tabor, P.E., is the Executive Director of the West Virginia State Board of Registration for Professional Engineers. Prior to taking this position in June of 2002, Lesley served for eight years as an Assistant then Associate Professor of Civil Engineering at West Virginia University Institute of Technology (WVIT) in Montgomery, WV. Lesley is a 1992 civil engineering graduate of WVIT and earned her Master’s Degree in Civil Engineering from WVU along with completing her course work for her PhD. She is a registered professional engineer in West Virginia and her area of interest and expertise was in transportation and highway safety/design.
In her capacity as Executive Director of the WV PE Board, Lesley is responsible with all facets of the day-to-day regulatory, administrative and fiscal operations of the Board. She is actively involved in the National Council of Examiners for Engineering and Surveying (NCEES) activities and serves on various Zone and National NCEES committees and task forces involving important issues of professional engineering licensure and registration. These committees have included the Member Board Administrators Committee, the Continuing Professional Competency Task Force, Exam Administration Task Force, Credentials Evaluations Advisory Group, the Mobility Task Force, the Computer-Based Testing Task Force, the Records Advisory Group and the Education Committee. Ms. Rosier-Tabor is the recipient of two distinguished NCEES awards – the NCEES Northeast Zone “Enny” Service Award as well as the National NCEES Meritorious Service Award recognizing her for her dedication and commitment to her Board and NCEES.
Professionally, Ms. Rosier-Tabor has also been an active member of American Society of Civil Engineers (ASCE) for over 35 years. She has served on numerous national committees including the Committee on Student Activities, Educational Activities, Faculty Development, Committee on Professional Practices and Licensure and Ethics. She has received several ASCE awards in the last two decades, of which included the 2000 WV Young Civil Engineer of the Year, the 2001 National Young Government Civil Engineer of the Year, the 2001 Edmund Friedman Young Engineer Award for Professional Achievement and the 2010 WV Civil Engineer of the Year.
Tiffany Coleman is the Board Administrator of the West Virginia State Board of Registration for Professional Engineers and is largely responsible for the Board’s fiscal operations including agency procurement needs, deposits and payment processing. She was hired on as an administrative assistant for our agency in November 2011 and handled all company COA-related matters and assisted the Board Investigator with complaint processing and biennial continuing education audit needs for 13 years, until being promoted to her current position in 2025. She is a 2006 graduate of Marshall University with a degree in Health Information Management and was previously employed by Charleston Area Medical Center as well as a private health care-related firm. Tiffany was also employed by our agency as a summer intern assisting with various PE and COA license renewal functions during the busy 2006 and 2007 renewal seasons. In 2019, she earned her Bachelor’s degree from Marshall University while working full time for the Board.
Tara Smith was hired on as an administrative assistant for our agency in May 2002. She was previously employed by Smith, Cochran & Hicks CPA firm where she served as an administrative assistant as well as an accounts receivable clerk. Tara is largely responsible for maintaining our in-house database which includes all examination information, continuing education as well as financial reconciliation of licensee fees. She is also responsible for processing of EI/PE/Comity licensure applications, biennial PE renewal transactions, and preparation of official EI/PE certifications and exam/licensure verifications for our examinees and professional engineers.
Angela K Chestnut, P.E., is the License Analyst and Assistant Investigator of the West Virginia State Board of Registration for Professional Engineers. Prior to accepting this position in November 2024, Angela worked for the Department of Environmental Protection Division of Air Quality as a Compliance and Enforcement Engineer. Additionally, Angela has performed the roles of senior manager, analyst, program controls manager, and project manager for private engineering consulting firms. She was also the Executive Director of the West Virginia Infrastructure and Jobs Development Council from 2009-2012.
Angela is a 2003 Civil Engineering graduate of West Virginia Institute of Technology (WVIT) and earned her Master’s degree in Engineering from Marshall University (MU). She is a registered professional engineer in West Virginia and her areas of expertise are program management, water, wastewater, and environmental engineering, with significant experience related to regulatory compliance.
In her capacity as License Analyst and Assistant Investigator of the WV PE Board, Angela handles all company COA-related matters for our agency and assists the Board Investigator ongoing complaint investigations and the biennial continuing education audit needs.
N. Edward Eagloski began serving as Legal Counsel to the Board in June 2018. Edward is a graduate of West Virginia University where he earned his Bachelor’s degree in Chemical Engineering in 1981 and his Doctor of Jurisprudence in Law in 1987. He has been a member of the West Virginia State Bar since 1987 and the Florida State Bar since 1988. He is also admitted to practice before the United States Supreme Court and the U.S. District Courts for the Southern and Northern Districts of West Virginia.
Mr. Eagloski currently owns a small private law firm in Hurricane, WV, which is a general practice law firm providing legal services to small businesses and individuals. His services range from family to consumer, wills and estates, criminal and DUI defense, administrative appeals, business law and personal injury. In addition, he has worked as in-house counsel for Mountaineer Gas and as an Associate with the law firm Masters and Taylor, LC.
Mr. Eagloski has a distinguished career with several elected and appointed positions including the following: Circuit Judge, 29th Judicial Circuit, Winfield, WV (1/2001- 12/2008) Municipal Judge City of St. Albans, St. Albans, WV (7/1997 - 12/2000) West Virginia Supreme Court of Appeals, 2004 (temporary assignment)
Mr. Eagloski brings a unique perspective to his position as Counsel to the Board given he has a Chemical Engineering background as well. In the early 1980’s, he worked for Gulf Oil Chemicals/Chevron Chemicals in Marietta, Ohio. As a Process Engineer, he was responsible for day-to-day engineering/technical support of the company’s crystal polystyrene product line, worked in research and development for new/enhanced products, and improved plant efficiency by raising production rates and lowering substandard materials during transition of products in the continuous flow production line.
